Drain pasta, place in large bowl, and set aside. In a food processor, combine sun dried tomatoes, capers, garlic, vinegar, olive oil, honey, salt and pepper until it becomes a smooth paste.
Pour mixture over pasta and mix well until each piece is coated in sauce.
Add cheese, tomatoes, parsley and basil.
Toss together and chill for at least 30 minutes before serving.
